The money expended by any county, city and county, municipality, district or other political subdivision of this State made available under the provisions of this section shall not be considered as a part of the base for determining the maximum expenditure for any given year permissible under of this Constitution independent of the vote of the electors or authorization by the State Board of Equalization.
