In order to make a claim under the FCRA (http://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&URL=Ch0760/ch0760.htm), you must file a complaint through the FCHR (http://fchr.state.fl.us/) or EEOC (http://www.eeoc.gov/).88
